Can I run a staggered wheel setup on a FWD JDM car?
You can, but it's usually the wrong call on a front-drive JDM car. Staggered fitment, with wider wheels and tires at the rear, suits RWD where the rear puts down power. On a FWD Civic or Integra the front tires do the steering, braking, and driving, so a square setup (same size all around) maximizes grip and lets you rotate tires to even out wear. Save the staggered look for the S-chassis and Supra crowd.
